Education

In 2001–2005, he received a bachelor's degree in Finance and Credit from the Azerbaijan State University of Economics and graduated with honors.

In 2007–2009, he received a master's degree in Finance and Credit from the Azerbaijan State University of Economics and graduated with honors.

In 2009–2014, he studied Social Management and Law at Nakhchivan State University.

In 2018–2021, he received a master's degree in Electronic Management from the Academy of Public Administration under the President of the Republic of Azerbaijan.

Career

In 2005–2010, he worked in the private sector as the head of the finance department, and at the same time gained work experience in various positions in the banking sector.

In 2010–2013, he worked as a financial services manager at Azerpost LLC.

In 2013–2024, he worked in various positions in the Coordination of State Enterprises, Infrastructure Development, Telecommunications and Post, and Technological Development Departments of the Office of the Ministry of Digital Development and Transport of the Republic of Azerbaijan.

In 2019–2024, he served as the Secretary of the Supervisory Board of Azerpost LLC.

In 2016–2020, he was the Co-Chair of the Postal Financial Services Commission of the Postal Operations Council of the Universal Postal Union, and in 2023, he served as the Deputy Chairman of the Commission on Authorizations within the framework of the Extraordinary Congress of the UPU.

In 2024–2025, he served as the Director of the public legal entity “Nakhchivanpost”.

In 2025, according to the relevant order of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic, he was appointed Deputy Minister of Digital Development and Transport of the Nakhchivan Autonomous Republic and was simultaneously entrusted with the execution of the duties of the minister.

He is a member of the New Azerbaijan Party and a reserve officer.

Personal life

He is married, has 3 children.
