Telecommunications

The development of telecommunications in Nakhchivan has gone through quite rich stages. The first stage of the path leading to this development dates back to the beginning of the last century. Thus, before the revolution (1917), there were 5 post-telegram departments in Nakhchivan district and a telegram-telephone line with a total length of 125 kilometers. They mainly served state officials and wealthy individuals.

 

After the establishment of Soviet power in Nakhchivan (July 28, 1920), just 3 months later, a special commission was established to organize state administration bodies. Based on the decision of this commission dated November 17, 1920, the project on the establishment of the Nakhchivan Communication Network was approved and it was decided to establish communication stations in Shahtakhti, Julfa, Yayci and Ordubad, with the center of the communication station in the city of Nakhchivan. It is clear from the protocol No. 86 of the joint meeting of the District and Revolutionary Committee of the Nakhchivan Republic dated July 24, 1921, that the Commissariat of Post and Telegraph Communications was already operating in Nakhchivan on that date. From March 30, 1946, the commissariat was transformed into the Nakhchivan Regional Communications Department.

 

By the decision No. 240 of the Council of Ministers of the Nakhchivan ASSR dated September 13, 1968 (according to the decision No. 361 of the Council of Ministers of the Azerbaijan SSR dated August 20, 1968), the Communications Department of the Nakhchivan ASSR was renamed the “Technical and Production Communications Department of the Nakhchivan ASSR”. After the decision of the Supreme Assembly of the Nakhchivan Autonomous Republic dated November 17, 1990, it was renamed the “Technical-Production Communications Department of the Nakhchivan Autonomous Republic” and since 1992 it has been operating under the name of the Technical-Operational Communications Department of the Nakhchivan Autonomous Republic.

 

According to the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated September 27, 2001, the Technical-Operational Communications Department of the Nakhchivan Autonomous Republic was abolished and the Ministry of Communications of the Nakhchivan Autonomous Republic was established on its basis. And according to the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated February 28, 2004, the Ministry of Communications of the Nakhchivan Autonomous Republic was abolished and the Ministry of Communications and Information Technologies of the Nakhchivan Autonomous Republic was established on its basis. By the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated September 19, 2014, the Ministry of Communications of the Nakhchivan Autonomous Republic was transformed into the Ministry of Communications and New Technologies of the Nakhchivan Autonomous Republic, and later, through structural changes, into the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic.

 

By the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated October 18, 2024, the public legal entity “NTelekom” was established under the Ministry on the basis of the Internet and New Technologies Training Center under the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic, as well as district (city) communication departments.

 

By the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated August 8, 2025, the public legal entities “N-Telekom” and “Nakhchivanpocht” operating under the Ministry of Digital Development and Transport were reorganized. “N-Telekom” public legal entity has been transformed into “Nakhchivan Telecom” LLC, and “Nakhchivanpost” public legal entity has been transformed into “Nakhchivanpost” LLC.

 

According to the decree of the Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic dated December 17, 2025, “Nakhchivanpost” and “Nakhchivan Telecom” LLCs subordinate to the Ministry of Digital Development and Transport, as well as the “Nakhchivan Autonomous Republic Radio-Television Transmission Center” public legal entity, were merged to create “Nakhchivan Post and Telecommunications Center” LLC. The main goal of the center is to unite existing resources in the field of post and telecommunications under a single management, increase flexibility in management, optimize costs, effectively use technical and human resources, as well as apply modern service models. Through this structure, it is intended to coordinate the implementation of planning, operation, development and control functions for postal communications, the Internet and other digital services.

 

Among the areas of activity of the Center, the main priorities have been identified as modernization of postal and telecommunications infrastructure, expansion of fiber-optic and digital networks, alignment of service quality with international standards, introduction of electronic services, formation of unified technical standards, and strengthening of human resources.
